Efficient administration and management of land ownership, holding uses cannot be adequately achieved without sound policy its effective implementation. Land is essentially aimed at ensuring accessibility to citizens the society as well protection their interests. The contemporary in Nigeria Use Decree No. 6 1978, now Act (LUA), Cap L5, Laws Federal Republic 2004. This paper aims undertaking a review issues challenges order proffer ways ameliorate them ensure that accessible reasonable ease. Nigerian include: abrogation freehold interest which affect free market economy; excessive bureaucracy obtaining Governor’s consent approval for transactions issuance certificate occupancy; underdeveloped or bare not having commercial value according LUA limits use mortgage some other purpose transactions; insecurity private etc. National sustainable economic development growth depend largely on operation; hence it should inclusive responsive needs all users. It therefore recommended LUA, excised from 1999 Constitution ease requisite amendments address these system use.
